Colombian Space Commission

The Comisión Colombiana del Espacio (CCE, Colombian Space Commission) is Colombia's interministerial space coordination body established in 2006 in Bogotá, responsible for aligning the space-related activities of Colombia's various ministries, universities, and state entities — including defense, telecommunications, science and technology, and environment — under a unified national space policy framework without constituting a fully independent space agency with independent budget and operational satellites.

Colombia's orbital space history began with academic initiative: Libertad-1, the country's first satellite, was a 1U CubeSat designed and built by students at Sergio Arboleda University in Bogotá and launched in April 2007 via the ISS crew (deployed from an Soyuz Progress resupply module) — one of the first Latin American student satellite missions. The satellite demonstrated basic attitude control and radio communication in a technology validation mission before reentering the atmosphere.

Subsequently, FACSAT-1 (Fuerza Aérea de Colombia SATellite-1), a 1U CubeSat built by Colombia's Air Force in collaboration with French institution ISAE-Supaéro, launched in October 2019 — orbiting with dual objectives of Earth observation (monitoring Amazonian deforestation and crop surveillance relevant to counter-narcotics operations) and technology demonstration for the Colombian military space program.

FACSAT-3 constellation plans envision multiple small satellites for continuous national territory monitoring. CODALTEC (the Colombian Defense Technology Corporation), associated with the Air Force's space directorate, is the primary technical implementing agency for Colombian military satellite programs and coordinates with CCE on national space priorities.

Colombia is a signatory to the Outer Space Treaty, Rescue Agreement, and Liability Convention, and participates in COPUOS (UN Committee on the Peaceful Uses of Outer Space). The CCE coordinates Colombia's ITU frequency coordination filings for orbital positions. Regional comparison: Argentina's CONAE (SAOCOM L-band SAR satellites, Córdoba ground segment) and Brazil's AEB represent more advanced Latin American space agencies with greater budget and indigenous launch aspirations; CCE's role is coordinating rather than operating, positioning Colombia's space development through international collaboration and academic institutions.
