China Satellite Network Group Co., Ltd. (中国卫星网络集团有限公司; also known as China SatNet or CSCN) is the Chinese central state-owned enterprise created to build and operate China's national satellite-broadband megaconstellation, known as Guowang (国网, "national network") or the GW constellation.
The State-owned Assets Supervision and Administration Commission of the State Council (SASAC) announced the company's formal establishment on 28 April 2021, following a founding meeting held in Beijing two days earlier; it is wholly state-owned, sits on SASAC's central-enterprise list (26th of the roughly 100 central enterprises), and reports to SASAC as its sole shareholder. SatNet was the first central enterprise to register its headquarters in Xiong'an New Area, Hebei province; its permanent Xiong'an headquarters building was completed and occupied in October 2024, superseding the company's earlier Beijing base.
SatNet holds the International Telecommunication Union filings underlying the GW constellation: in September 2020 China submitted two filings, GW-A59 and GW-2, covering a combined 12,992 broadband satellites across shells at roughly 500-600 km and about 1,145 km altitude.
The constellation's first operational launch flew on 16 December 2024; by August 2026 roughly 198 satellites had been launched across more than 20 missions — about 195 operational low-Earth-orbit satellites plus 3 earlier high-orbit test satellites and 27 prior experimental satellites — using Long March 5B, 6A, 8A, 12 and 3B rockets from the Wenchang, Taiyuan, Xichang and Hainan commercial launch sites. Satellites have been built by the China Academy of Space Technology (CAST), the Chinese Academy of Sciences' Innovation Academy for Microsatellites, and the private manufacturer Galaxy Space. Gou Ping, a former SASAC vice director, became chairman in June 2025; Liang Baojun serves as general manager.
