This generates high-resolution reconnaissance-quality imagery of satellites (including military and foreign commercial satellites) that was previously only available to national intelligence agencies with dedicated surveillance spacecraft. HEO packages this imagery as a commercial intelligence product for satellite operators monitoring their fleets, insurance underwriters assessing on-orbit damage claims, government agencies monitoring foreign satellite capabilities, and space agencies tracking debris objects.

The intelligence product covers satellite health assessment (solar panel deployment, antenna configuration, visible damage), orientation and attitude changes, anomaly detection (unexpected structural changes), and catalog building for previously untracked or poorly characterized objects. HEO has demonstrated capabilities for imaging objects in LEO and claimed the ability to image GEO satellites from LEO approach geometries during specific orbital configurations.

HEO's Australian base connects to Australia's increasing defense space intelligence interest and the Five Eyes intelligence community's demand for non-US commercial SDA solutions.
