In-Q-Tel (IQT) is an Arlington, Virginia-based nonprofit strategic investment firm founded in 1999 at the initiative of CIA Director George Tenet, designed to give the U.S. Intelligence Community (IC) access to emerging commercial technologies faster than traditional government procurement processes allow. Operating with an annual budget of approximately $100M+ from classified and unclassified government sources, In-Q-Tel makes equity investments in early-stage and growth-stage technology companies whose products have direct relevance to IC mission needs — investing not for financial return but to accelerate technology delivery to the IC. In the space and geospatial intelligence sector, IQT has been among the most consequential early investors in the commercial space renaissance: early investments in Planet Labs (satellite constellation for daily Earth imaging), Keyhole (acquired by Google, became Google Earth and Maps — used extensively by NGA), Palantir Technologies (big data analytics for intelligence), and SpaceCurve (geospatial database) seeded companies that became foundational to the entire commercial geospatial industry. IQT has also invested in satellite communications (OneWeb at formation), synthetic aperture radar (ICEYE US), spectral imaging, GPS signal processing, and autonomous vehicle sensors applicable to space situational awareness. Each IQT investment typically includes a technology access agreement where the invested company provides the IC with early or preferred access to their technology — the primary currency that justifies the investment beyond financial return.
