The National Reconnaissance Office (NRO), headquartered in Chantilly, Virginia, is the U.S. government agency responsible for designing, building, launching, and maintaining America's intelligence satellite systems — operating one of the world's most sophisticated networks of reconnaissance satellites that provide signals intelligence (SIGINT), imagery intelligence (IMINT), and measurement and signature intelligence (MASINT) to the Intelligence Community and the Department of Defense.
Established in 1961 as a classified organization — its very existence was not publicly acknowledged until 1992 — the NRO grew out of a joint CIA-Air Force program that produced early reconnaissance satellites including the CORONA film-return satellite program (1959-1972), which alone collected more photographic intelligence than all prior U-2 overflights combined. CORONA's declassification in 1995 revealed how the program resolved the 'missile gap' debate and provided critical Cold War strategic intelligence.
Today the NRO operates a classified constellation of satellites in various orbits, working with prime contractors including Northrop Grumman, Lockheed Martin, Boeing, and Harris Corporation (now L3Harris) to develop successive generations of collection systems. Programs such as the KH-11 KENNEN electro-optical satellites (continuously upgraded since 1976), MISTY stealth reconnaissance satellites, and various SIGINT and radar systems provide near-real-time intelligence to warfighters and policymakers. The NRO's budget — historically among the largest of any intelligence agency — is classified as part of the National Intelligence Program.
The NRO works closely with the National Geospatial-Intelligence Agency (NGA), NSA, and CIA as primary data consumers, and increasingly partners with the National Reconnaissance Office Innovation Initiative (NROIT) to evaluate commercial remote sensing data from companies like Planet Labs, Maxar, and BlackSky as supplements to classified systems. The NRO also supports allied intelligence sharing under the Five Eyes partnership.
