In-orbit optical sensors overcome fundamental limitations of ground-based radar and telescope networks: no weather interference, potentially persistent coverage of specific orbital regimes, and viewing geometry that can observe RSOs in lighting conditions and orbital geometries inaccessible from Earth's surface.
