The Space Development Agency (SDA), established in 2019 under the Office of the Secretary of Defense and later transferred to the United States Space Force in 2022, is the DoD organization responsible for rapidly fielding proliferated low Earth orbit (pLEO) satellite constellations under the National Defense Space Architecture (NDSA) — a revolutionary shift in U.S. military space strategy from a small number of large, expensive, and highly vulnerable GEO satellites to hundreds of smaller, cheaper, and individually expendable LEO satellites that provide resilient, redundant coverage even if adversaries destroy some nodes.
SDA's NDSA is organized into 'Transport Layer' and 'Tracking Layer' constellations. The Transport Layer provides resilient, jam-resistant laser inter-satellite link (ISL) communications connecting DoD assets including ground forces, aircraft, ships, and submarines through a low-latency LEO mesh network — using optical inter-satellite links to pass data between satellites without relying on vulnerable ground relay stations, and delivering connected battlefield communications at speeds far exceeding legacy satellite communications. The Tracking Layer is designed to provide hypersonic missile warning and tracking capability — detecting fast, low-altitude hypersonic glide vehicles that GEO infrared warning satellites struggle to track continuously due to their extreme altitude and viewing angle limitations.
SDA uses a novel 'Tranche' procurement model: contracts for each tranche (T0, T1, T2, T3) are awarded competitively to multiple commercial vendors simultaneously, incorporating technology improvements each cycle, with rapid deployment schedules of 2-3 years from contract award to on-orbit operation. Tranche 0 (6 satellites) launched in 2023; Tranche 1 (126 satellites) launched 2023-2024 across multiple providers. Prime contractors include York Space Systems, Northrop Grumman, and Lockheed Martin for Transport Layer, and L3Harris and SpaceX for Tracking Layer.
SDA represents a fundamental change in how DoD acquires space systems — applying commercial acquisition speed and commercial satellite bus technology to national security requirements.
