About State Space Agency of Ukraine

The State Space Agency of Ukraine (SSAU, formerly the National Space Agency of Ukraine / NKAU) is the government body established in 1992 following Ukraine's independence from the Soviet Union — responsible for developing and implementing Ukrainian state space policy, coordinating Ukraine's formidable rocket and spacecraft industrial complex, and representing Ukraine in international space cooperation, including maintaining partnerships with ESA, NASA, and bilateral agreements with spacefaring nations.

Ukraine inherited a remarkable industrial space legacy from the USSR. The Yuzhnoye Design Bureau (Yuzhnoe, SDO Yuzhnoye) in Dnipro is one of the world's most experienced ballistic missile and launch vehicle design organizations — responsible for the SS-18 Satan ICBM (still the heaviest ICBM ever deployed), the Zenit launch vehicle family, the Cyclone launch vehicles, and numerous Soviet spacecraft. Yuzhmash (Yuzhny Machine-Building Plant), also in Dnipro, is the production facility that manufactured these systems at industrial scale. Together, Yuzhnoye and Yuzhmash represent Ukraine's core contribution to heavy rocket engineering.

The Zenit rocket — powered by the RD-171 engine (the most powerful rocket engine ever produced, burning LOX/kerosene at 800 tonnes of thrust) — was manufactured by Yuzhmash and launched from Baikonur Cosmodrome and Sea Launch's oceangoing platform. The Sea Launch venture (a multinational consortium including Boeing, Kvaerner, RKK Energia, and Yuzhnoye/Yuzhmash) used Zenit to launch GEO communications satellites from the equatorial Pacific from 1999 to 2014, demonstrating Ukrainian rocket technology on the global commercial market.

Russia's 2022 full-scale invasion of Ukraine severely disrupted SSAU and Ukraine's space industry. Dnipro, home to Yuzhnoye and Yuzhmash, has been a target of Russian missile strikes. International sanctions severed Russian engine supply chains that some Ukrainian programs depended on.

SSAU has focused post-invasion efforts on maintaining continuity of essential space programs, preserving institutional knowledge, and exploring Western partnerships (with ESA, NASA, EU) to redirect Ukrainian rocket and satellite manufacturing expertise toward allied programs and commercial opportunities outside the Russian supply chain — including potential collaboration with European launch vehicle programs and satellite manufacturers.
