About Yuzhnoye Design Bureau
Yuzhnoye Design Bureau (also transliterated Pivdenne, formally the State Enterprise "Yuzhnoye Design Bureau named after M.K. Yangel") is Ukraine's principal rocket and spacecraft design organization, headquartered in Dnipro and founded in 1951 by Soviet missile designer Mikhail Yangel. During the Soviet era it designed a series of intercontinental ballistic missiles, including the R-12, R-14 and R-16, under the OKB-586 designation; it continues ballistic-missile design work today, including the Hrim-2, alongside civilian and commercial space programs.
Its launch-vehicle heritage includes the Zenit family, the Dnepr launcher (a converted R-36 ICBM used for commercial satellite launches), and the Cyclone family. Cyclone-4M remains in development without a launch site: Maritime Launch Services ended its Nova Scotia agreement in 2024 and has since signed with another launch provider.
Yuzhnoye designed the first-stage core of Northrop Grumman's Antares rocket, flown on Cygnus cargo missions to the International Space Station, under a partnership with the former Orbital Sciences Corporation; Northrop moved that work to Firefly Aerospace in 2022 and the last Yuzhnoye-built stage flew in August 2023. The bureau also designs satellites, including the Sich Earth-observation series (Sich-2-1, Sich-2-M, Sich-3-O, Sich-3-P), the Mikrosat and Ionosat-Micro small satellites, and YuzhSat variants, along with a range of rocket engines and steering thrusters, including the RD-843 and RD-861K.
Yuzhnoye is a fully state-owned enterprise reporting to Ukraine's State Space Agency and is in the process of being converted into a joint-stock company wholly owned by the state. It works closely with, but is organizationally distinct from, the Pivdenmash manufacturing plant that builds the hardware it designs. As of 2026 the bureau remains active despite the disruption the Russian invasion has caused to Ukraine's space-manufacturing base.
Products and product lines
| Product | Line | Note |
|---|---|---|
| Zenit rocket family | Launch vehicle (dormant) | Medium-lift family designed by Yuzhnoye; it has not flown since 2017 and remains in hiatus after Russia ended joint production arrangements, with the 2022 invasion further disrupting Ukraine's rocket-manufacturing base. |
| Dnepr | Launch vehicle (converted ICBM, dormant) | Converted R-36 ICBM used for commercial satellite launches through the 2000s and 2010s; Russia ended the joint Dnepr launch programme in February 2015 and it has not flown since. |
| Cyclone-4M | Launch vehicle (in development, no confirmed launch site) | Medium-class liquid-fuelled launcher designed by Yuzhnoye; its only publicly announced launch site, Maritime Launch Services' Spaceport Nova Scotia in Canada, was given up by MLS in the third quarter of 2024, and MLS has since contracted Isar Aerospace's Spectrum rocket for that same pad instead. |
| Antares first stage (legacy design role) | Launch vehicle component (discontinued) | Yuzhnoye designed, and Pivdenmash built, Antares' first stage through the Antares 230+ variant (last flight 2 August 2023); Northrop Grumman contracted Firefly Aerospace in August 2022 to build the first stage for the next-generation Antares 330 after the war and the loss of Russian RD-181 engines disrupted the prior supply chain. |
| Sich Earth-observation satellites | Satellite programme (discontinued) | Optical Earth-observation series designed by Yuzhnoye; Ukraine's Space Research Institute confirmed in May 2026 the programme will not resume, and its last satellite, Sich-2-30 (launched January 2022), deorbited in October 2025. |
| Ionosat-Micro | Satellite (stalled) | Small ionospheric-research satellite developed with Polish and Bulgarian partners; was nearly complete when the 2022 full-scale invasion halted the project, according to Ukraine's Space Research Institute. |
Timeline
- 2022 Russia's full-scale invasion disrupts Ukraine's space-manufacturing base; the Zenit rocket programme, already dormant since 2014-15, remains in hiatus, with its manufacturing facilities reported damaged by Russian missile strikes and surviving capacity pivoted to military production. [source]
- 2022 The war halts the nearly-complete Ionosat-Micro ionospheric-research satellite, a joint project with Polish and Bulgarian partners, according to Ukraine's Space Research Institute. [source]
- 2022 Northrop Grumman contracts Firefly Aerospace in August to build a new first stage for its Antares rocket, after the war disrupted the Ukrainian-built (Yuzhnoye-designed, Pivdenmash-built) first stage and the Russian RD-181 engines that powered it; the last Ukrainian-built Antares (230+) flies on 2 August 2023. - 2024 Maritime Launch Services terminates its agreement to launch Yuzhnoye's Cyclone-4M from Spaceport Nova Scotia in the third quarter, citing war-related supply uncertainty; Cyclone-4M is left without an announced launch site. [source]
- 2025 Sich-2-30, the last satellite of Yuzhnoye's Sich Earth-observation series, reenters the atmosphere in October after roughly three years in orbit. [source]
- 2026 Oleh Fedorov of Ukraine's Space Research Institute confirms on 24 May that the Sich satellite programme will not resume, saying the series relied on Soviet-era technology that was not meaningfully updated for a decade, and that future Ukrainian satellite work will depend on international partnerships. - 2026 Maritime Launch Services signs a contract on 7 July with Germany's Isar Aerospace for a dedicated Spectrum-rocket launch complex at Spaceport Nova Scotia — the same Canadian site originally designated for Yuzhnoye's Cyclone-4M — targeting first orbital launches in 2028. [source]
