Sea Launch was a multinational ocean-based launch service founded in 1995 as a joint venture between Boeing (USA), RSC Energia (Russia), Yuzhnoye/Yuzhmash (Ukraine), and Kvaerner (Norway), operating a converted oil drilling platform and command ship to provide equatorial launches of Ukrainian-Russian Zenit-3SL rockets from a position in the Pacific Ocean at 0° latitude — the prime location for achieving maximum payload to geostationary transfer orbit (GTO) without costly plane-change maneuvers required from higher-latitude continental launch sites. The Sea Launch concept was audacious: a 400-foot offshore drilling rig called Ocean Odyssey (later renamed Launch Platform) was converted into a mobile rocket launch facility, towed to the equatorial Pacific, and used to launch GEO telecommunications satellites for commercial operators worldwide. From 1999 to 2014, Sea Launch conducted 36 successful missions out of 43 attempts, delivering commercial communications satellites for PanAmSat, DirecTV, Hughes, XM Satellite Radio, and other operators. The program went bankrupt in 2009 during the financial crisis but emerged under new ownership. Russia's S7 Group acquired Sea Launch in 2016, and the service was suspended in 2014 after the Crimea conflict made Ukrainian-Russian cooperation impossible (the Zenit rocket used Ukrainian-built first stage with Russian RD-171 engine). All assets remain in Long Beach, California. The Sea Launch program demonstrated that ocean-based mobile launch was technically viable, achieving a near-equatorial launch advantage, but the complex multinational industrial structure, cost, and political dependencies ultimately proved unsustainable. Its legacy influences ongoing proposals for ocean-based launch pads from commercial startups.
