The State Space Agency of Ukraine (SSAU, formerly the National Space Agency of Ukraine / NKAU) is the government body established in 1992 following Ukraine's independence from the Soviet Union — responsible for developing and implementing Ukrainian state space policy, coordinating Ukraine's formidable rocket and spacecraft industrial complex, and representing Ukraine in international space cooperation, including maintaining partnerships with ESA, NASA, and bilateral agreements with spacefaring nations. Ukraine inherited a remarkable industrial space legacy from the USSR. The Yuzhnoye Design Bureau (Yuzhnoe, SDO Yuzhnoye) in Dnipro is one of the world's most experienced ballistic missile and launch vehicle design organizations — responsible for the SS-18 Satan ICBM (still the heaviest ICBM ever deployed), the Zenit launch vehicle family, the Cyclone launch vehicles, and numerous Soviet spacecraft. Yuzhmash (Yuzhny Machine-Building Plant), also in Dnipro, is the production facility that manufactured these systems at industrial scale. Together, Yuzhnoye and Yuzhmash represent Ukraine's core contribution to heavy rocket engineering. The Zenit rocket — powered by the RD-171 engine (the most powerful rocket engine ever produced, burning LOX/kerosene at 800 tonnes of thrust) — was manufactured by Yuzhmash and launched from Baikonur Cosmodrome and Sea Launch's oceangoing platform. The Sea Launch venture (a multinational consortium including Boeing, Kvaerner, RKK Energia, and Yuzhnoye/Yuzhmash) used Zenit to launch GEO communications satellites from the equatorial Pacific from 1999 to 2014, demonstrating Ukrainian rocket technology on the global commercial market. Russia's 2022 full-scale invasion of Ukraine severely disrupted SSAU and Ukraine's space industry. Dnipro, home to Yuzhnoye and Yuzhmash, has been a target of Russian missile strikes. International sanctions severed Russian engine supply chains that some Ukrainian programs depended on. SSAU has focused post-invasion efforts on maintaining continuity of essential space programs, preserving institutional knowledge, and exploring Western partnerships (with ESA, NASA, EU) to redirect Ukrainian rocket and satellite manufacturing expertise toward allied programs and commercial opportunities outside the Russian supply chain — including potential collaboration with European launch vehicle programs and satellite manufacturers.

Yuzhnoye Design Bureau

Yuzhnoye Design Bureau (also transliterated Pivdenne, formally the State Enterprise "Yuzhnoye Design Bureau named after M.K. Yangel") is Ukraine's principal rocket and spacecraft design organization, headquartered in Dnipro and founded in 1951 by Soviet missile designer Mikhail Yangel. During the Soviet era it designed a series of intercontinental ballistic missiles, including the R-12, R-14 and R-16, under the OKB-586 designation; it continues ballistic-missile design work today, including the Hrim-2, alongside civilian and commercial space programs. Its launch-vehicle heritage includes the Zenit family, the Dnepr launcher (a converted R-36 ICBM used for commercial satellite launches), and the Cyclone family. Cyclone-4M remains in development without a launch site: Maritime Launch Services ended its Nova Scotia agreement in 2024 and has since signed with another launch provider. Yuzhnoye designed the first-stage core of Northrop Grumman's Antares rocket, flown on Cygnus cargo missions to the International Space Station, under a partnership with the former Orbital Sciences Corporation; Northrop moved that work to Firefly Aerospace in 2022 and the last Yuzhnoye-built stage flew in August 2023. The bureau also designs satellites, including the Sich Earth-observation series (Sich-2-1, Sich-2-M, Sich-3-O, Sich-3-P), the Mikrosat and Ionosat-Micro small satellites, and YuzhSat variants, along with a range of rocket engines and steering thrusters, including the RD-843 and RD-861K. Yuzhnoye is a fully state-owned enterprise reporting to Ukraine's State Space Agency and is in the process of being converted into a joint-stock company wholly owned by the state. It works closely with, but is organizationally distinct from, the Pivdenmash manufacturing plant that builds the hardware it designs. As of 2026 the bureau remains active despite the disruption the Russian invasion has caused to Ukraine's space-manufacturing base.

Pivdenmash (also transliterated Yuzhmash), formally the Pivdenny Machine-Building Plant, is Ukraine's main rocket and satellite manufacturing facility, based in Dnipro and established on 21 July 1944. It is a state-owned enterprise reporting to the State Space Agency of Ukraine and, as of 2017, employed roughly 7,000 workers, well down from far larger Soviet-era staffing levels; its structure includes the Pavlohrad Mechanical Plant and several production complexes. Pivdenmash manufactures the launch vehicles and spacecraft designed by its long-standing partner, the Pivdenne (Yuzhnoye) Design Bureau, including the Zenit, Dnepr and Tsyklon launch-vehicle families and the first-stage core of Northrop Grumman's Antares rocket. During the Soviet period it built a series of intercontinental ballistic missiles, including the R-5M, R-16, R-36 and R-36M, and it continues some military production alongside its space work. It also has a long history of manufacturing civilian goods, including tractors, trolleybuses and other industrial equipment, a diversification dating to the Soviet era. Since Russia's full-scale invasion of Ukraine, Pivdenmash's facilities have been struck by missiles on multiple occasions, including in July and November 2022, and by August 2023 the plant had ceased producing further Antares first stages because it could no longer obtain the Russian-made engines the design required and could not otherwise resume production amid the war. The plant remains a nominally active state enterprise, though its output has been severely curtailed by the conflict.

Promin Aerospace is a Ukrainian launch startup founded in 2021 by aerospace researcher Vitaliy Yemets and entrepreneur Misha Rudominski. The company is developing an ultra-light orbital launch vehicle based on autophagic (self-consuming) rocket technology, in which the polymer rocket body is burned as fuel during flight. This approach dramatically simplifies the structure and is intended to enable low-cost, rapidly manufactured micro-launchers for small satellites. Despite operating through Russia's full-scale invasion, Promin has continued suborbital test development and secured early funding, representing one of Ukraine's most prominent NewSpace launch ventures.

SETS Space Electric Thruster, founded in 2018 and based in Dnipro, Ukraine, develops and manufactures Hall-effect electric propulsion systems for small satellites.
